Prepare Dry Ingredients: In a large bowl, whisk together the flour, sugar, instant yeast, and salt until well combined.
Heat Wet Ingredients: In a saucepan, warm the milk and melt the butter. Stir in vegetable oil and vanilla extract. Let it cool to lukewarm.
Form the Dough: Add the milk mixture to the dry ingredients. Mix in the egg and water until the dough forms. If it’s too sticky, add up to 3 tablespoons of flour.
Knead the Dough: Knead the dough for 8-10 minutes by hand or 6-8 minutes in a stand mixer until smooth and elastic.
First Rise: Place the dough in a greased bowl, cover with plastic wrap, and let it rise for 1½ to 2 hours or until doubled in size.
Roll and Fill: Roll dough into a 10x15-inch rectangle on a floured surface. Spread the softened butter, then sprinkle the cinnamon-brown sugar mixture.
Shape the Rolls: Roll the dough tightly, pinch the seam, and cut into 8-12 rolls. Place in a greased 14x8-inch pan lined with parchment paper.
Second Rise: Cover and let the rolls rise for 45 minutes to 1 hour.
Bake: Preheat the oven to 375°F (190°C). Bake the rolls for 18-22 minutes until golden brown.
Make Frosting: Beat cream cheese and butter until smooth. Gradually add powdered sugar and vanilla. Frost the rolls once they’ve cooled for about 25 minutes.
